Rising concerns over climate change and the trend of plants upgrading in nuclear developed countries become substantial stimulation to worldwide nuclear renaissance. 20 April 2009, IAEA Director General Dr. Mohamed
ElBaradei said at Beijing International Ministerial Conference on Nuclear Energy in the 21st Century: Growth targets have been raised significantly in China, in India and in the Russian Federation. Asia remains the focus of
growth in nuclear power. In the United States, the Nuclear Regulatory Commission has received combined license applications for 26 new reactors. InEurope, Italy plans to restart its nuclear power programme. Other Europeancountries also have expansion plans.
In China, a stimulus package estimated at RMB 4 trillion which includes a comprehensive offering in alternative energy and nuclear power. In 2002 nuclear power plants contributed 1.4% of nation’s electricity which will be
increased to 16% in 2030.The National Energy Administration of China has announced the adjustment of "Medium and long-term nuclear power development plan" (2005～2020), with the Installed capacity target from 40 million kilowatts to 75 million kilowatts. The total investment for the nuclear power in the future 15 years will almost be RMB 900 billion.
